渋谷区は4月1日、コミュニケーションアプリ「LINE（ライン）」で住民票の申請などを受け付けるサービスを始めた。
区民の利便性向上や窓口混雑の緩和、業務の効率化を目的に、住民票のコンビニ交付や住民税などのキャッシュレス化を導入している渋谷区では、本年度から「本格的に非来庁型サービスの推進を強化」（長谷部健渋谷区長）していく。
今回新たに始めたのは、区の公式LINEアカウントで住民票（世帯全員・世帯の一部）や住民票除票の写し、課税（非課税）証明書、所得証明書、納税証明書の申請受け付け。画面下部に表示される「リッチメニュー」から「申請」を選択し、表示される選択肢から必要な項目を選んで進めていくことで申請できる。発行に掛かる手数料などの決済は「LINE Pay」のみの対応で、別途郵送料が掛かる（9月末まで無料の予定）。開庁日の12時までに申請した場合は翌開庁日の夕方までに発送する。
本人確認には、スマートフォンのカメラで撮影した顔写真と身分証明書の顔写真を顔認証で確認する技術「eKYC」を自治体業務として「全国で初めて」導入する。身分証明書と、正面とランダムで指定される向きの顔写真をそれぞれ撮影し送信することでAIが整合性を判断する。身分証明書として対応するのは運転免許証、パスポート、マイナンバーカード（表面）、在留カード（外国人）。帽子をかぶったままの写真などで本人と判断できなかった場合は、申請後に担当部署の職員が確認し判断。異なる人物と判断した場合は申請をキャンセルし返金対応する。
同時に、道路や橋、公園の遊具などの破損・不具合などの通報、落書きの情報提供の受け付けも始めた。リッチメニューの「通報」を選択後、通報したい内容を選択。指示に従い、現場の写真や位置情報の送信、確認した日時などを選択することで情報提供ができる。
詳細な時期は未定だが、数カ月以内には犬の登録や鑑札の再交付、注射済み票の交付・再交付の申請にも対応する。
区とLINE（新宿区）は協働で地域社会の課題解決を図る包括連携協定「シブヤ・ソーシャル・アクション・パートナー協定」に基づき、2017（平成29）年から子育て支援などラインを活用したサービスを展開している。

新型コロナウイルスの影響でアルバイト収入が激減した学生らに最大20万円の現金を給付する支援策について、文部科学省は通信アプリの「LINE」上で申請ができる仕組みをつくった。この仕組みに対応するかどうかは、大学などの教育機関で判断してもらう。詳細は籍を置く大学などに問い合わせてほしい、としている。
国民に一律10万円を給付する特別給付金についてはマイナンバーカードによるオンライン申請をめぐって混乱が生じているが、学生向けについては、LINEも使って迅速な支給をめざす。
LINEを活用するのは「学生支援緊急給付金」。新型コロナの影響でバイトの収入が減り、退学や休学を検討せざるをえなくなった学生らが対象だ。住民税非課税世帯では1人あたり20万円、それ以外は10万円を直接支給する。
LINEを使った申請では、学生は各大学などから配られるアドレスやQRコードから、文部科学省のアカウントをLINEの「友達」に追加。氏名や口座情報を登録し、学生証を撮影してアップロードするなどすれば申請できる。
文科省の担当者は「学生にとってはLINEが最も利便性が高い。学校側の事務負担軽減にもつながる」と話す。
