Russian President Vladimir Putin said on January 1 that his country is taking the initiative in the ongoing "special military operation" in Ukraine and that "we want to end the conflict as soon as possible," indicating that he is ready to end the fighting under the conditions indicated by the Russian side. He made this clear when he visited soldiers injured in the military operation at a military hospital in Moscow.

Putin appealed that "our enemy is the West, not Ukraine itself," and repeated his assertion that the West is trying to use Ukraine to defeat Russia. He then noted that a change in the tone of Western opinion was evident, and expressed the view that the West has found it difficult to defeat Russia and is "looking for an opportunity to bring the conflict to an end more quickly.

Referring to the Ukrainian attack on Russia's western province of Belgorod, which left an estimated 25 people dead, he condemned the attack as a "terrorist act targeting civilians" in order to destabilize the country. On the other hand, he insisted that Russia does not target civilians in combat, but attacks military facilities with precision weapons.

Putin mentioned the possibility of ending the fighting with conditions, but Ukrainian President Zelensky has maintained his position to continue fighting unless Russia withdraws from the occupied areas. [Yamae Mamoru Tsuyoshi
