対人関係が苦手だけれど勉強したい――。家から外に出られない引きこもりや不登校の児童生徒が、アニメのオンライン授業で学習できる取り組みを大分県教育委員会が始めた。使用する民間の教材に教師役で登場するのはアニメのキャラクターで、人間は一切登場しない。各学校の教育課程に従ってオンライン授業で学べば、登校しなくても公立小中高校で出席日数として認定する。
大分県教委が導入したのはパソコンやタブレット端末を利用した民間のオンライン教材「すらら」。熊本市教委が授業のライブ配信を始めるなど新型コロナウイルスの影響でテレビ会議システム「Zoom(ズーム)」を利用した授業は広がりつつあるが、「すらら」のポイントは人間が誰も登場しないことだ。
「相手と直接話さなくていいなら」の声
教材は全てアニメで作られ、教師役には著名な声優を使ったアニメキャラクター。人の目を見たり、会話をしたりするのが苦手な児童生徒でも、気後れすることがなく勉強ができる教材と県教委は考えた。児童生徒の学習状況は教員経験のある家庭学習支援員に送信され、学校と共有。メールやチャットを通じて質問などにも答えることができる。
県教委によると、県内の2018年度の小中高の不登校児は2216人。このうち教育支援センターやフリースクールなど学校とは別の教育の場とのつながりもない子供が約200人いた。長期の不登校や引きこもりが多数占めるという。
こうした子供への教育機会の提供を念頭に、県教委がオンライン授業について不登校児の家庭に聞き取りをしたところ「人が授業するのでなければ受けられる」「相手と直接話さなくてもいいなら」などの声が寄せられた。今春、「すらら」での学習希望者を募集したところ、定員30人がすぐにいっぱいになった。県教委学校安全・安心支援課の宮崎好治課長補佐は「学びたい子の一歩踏み出すきっかけになるといい」と話す。
オンラインも出席扱いに
文部科学省は05年、不登校生が自宅でインターネットなどを活用して学んだ場合、一定の要件を満たせば校長の判断で出席扱いにできるとの通知を出した。だが、なかなか浸透していないのが現状で、文科省は19年10月にオンライン学習を出席扱いと認めるよう通知を改めて出した。
大分県教委の対応について、名古屋大の内田良准教授(教育社会学)は「学校や先生の持つ空気感に恐怖や不信感を持つ不登校生にとって、そのイメージを払拭(ふっしょく)するアニメでの授業は面白い取り組みだ。自宅にいながら出席が認められるのは、児童生徒にとってメリットが非常に大きい」と評価している。【河慧琳】
