Why do programmers say it's a spec without admitting any obvious bugs? Isn't it possible to build a relationship of trust with those who recognize it as a bug?

There are many reasons why programmers say that it is a specification without accepting BUG, but for example, it was delivered under the revised credit law of 2020/04/01, which was agreed by the central ministries and parliamentarians of amateurs and amateurs. If there is a BUG or ERROR in the software, it will have to be fixed free of charge for 10 years. The content was decided by the Ministry of Economy, Trade and Industry, which is particularly stupid among the stupid central ministries and agencies, but I think it is also a problem that the content of this important revision of the law has not been communicated to the people at all. At this rate, IT computer makers, OS makers, Siers, and software houses will all go bankrupt and annihilate.
