弾道ミサイルの探知・追尾 まず前段の話として、弾道ミサイルの探知・追尾を復習しておこう。 【画像】Idirium NEXTの構造。通話品質とデータスピードの向上をもたらす　引用：イリジウム・コミュニケーションズ 弾道ミサイルの探知・追尾は、赤外線センサーを搭載した衛星による発射の探知から始まる。米軍を例にとると、かつてはDSP(Defense Support Program)、今はロッキード・マーティン製のSBIRS(Space-Based Infrared System)という衛星が使われている。 DSPは赤道上の静止衛星だけだが、SBIRSは赤道上の静止衛星SBIRS-GEO(Geosynchronous Earth Orbit)と、高楕円軌道を周回するSBIRS-HEO(Highly Elliptical Orbit)の二本立て。静止衛星は位置の関係から、南極や北極に近い高緯度地域のカバーが手薄になるので、HEOを加えたということのようだ(ちなみに、極地のカバーが手薄になる問題は、通信衛星でも同様に存在する)。 なお、SBIRSにはすでに後継機の計画があり、NextGen OPIR(Next Generation Overhead Persistent Infrared)と称する。 ともあれ、これらの衛星はミサイル発射時に発生する赤外線を捉えて「発射の警報」を出すとともに、どちらに向かって飛翔しているかを把握する。 その情報を受けて、地上設置のレーダーが追尾を引き継ぐ。精確な飛翔経路を把握しないと、着弾地点の予想ができないから、それを実現するには高精度のレーダーが要るのだ。米軍を例にとると、アメリカ本土の東西両海岸に加えて、アラスカやイギリスなどにもレーダーを配備している。そしてアラスカで新設工事を進めているのが、AN/SPY-7(V)1のベースになったLRDR(Long Range Discrimination Radar)である。 こうして飛翔経路と着弾地点の予想ができれば、あとはミッドコース段階で、あるいはターミナル段階で、最適な場所にいる迎撃用資産に対して交戦の指示を出す流れとなる。その作業を司るのが、C2BMC(Command, Control, Battle Management and Communication)というわけだ。 極超音速飛翔体の場合、何が違うのか では、極超音速飛翔体を相手にする場合、何が変わってくるだろうか。 まず、極超音速飛翔体と弾道ミサイルでは飛翔経路が異なる。しかも、弾道ミサイルは方向を決めて所定の速度まで加速させれば、後は物理法則に従って飛んでくるだけだが、極超音速飛翔体は飛翔の途中で針路を変換してくる可能性がある。 ということは、最初に探知・追尾した際のデータに基づいて針路を予測して待ち構えるだけでは済まず、飛翔中は連続的に高精度の追尾データを得なければならない。しかも飛翔高度が弾道ミサイルよりも低いから、地上に設置したレーダーの覆域に入るタイミングが遅くなったり、レーダー覆域外を飛んで行ったりという事態が懸念される。 では、衛星で監視するのはどうか。衛星で頭上から見張れば覆域の問題は緩和できそうに見えるが、DSPやSBIRS-GEOみたいな静止衛星では、先にも触れたように、極地に近付くほどに覆域から外れやすくなる。つまり地域によってムラができる。それに静止衛星は軌道高度が高く、ターゲットが遠くなる。 そこで考え出された方法が、軌道高度が高い静止衛星を使う代わりに、低軌道の周回衛星(LEO : Low Earth Orbit)に所要のセンサーを搭載する方法。考え方は、衛星移動体通信と似ている。 低軌道の周回衛星ではカバーできる範囲が限られるため、衛星移動体通信では多数の衛星を切れ間なく、しかも複数の周回軌道に載せておく必要がある。イリジウムを例にとると、最新のIdirium NEXTは75基の衛星を使用している(6種類の軌道に11基ずつ、さらに軌道上予備が9基)。極超音速飛翔体の追尾に使用する衛星も事情は似たり寄ったりで、やはり多数の低軌道周回衛星を使用する構想になっている。 このように、ひとつの目的のために複数の衛星を使用する場合、その衛星を総称してconstellationと呼ぶ。辞書的な意味は「星座」だが、筆者はこれを「衛星群」と訳している。 最近、ときどきニュース種になっている「極超音速飛翔体追尾用のコンステレーション計画」なんていうワードを見ると、「コンステレーション」が固有名詞みたいに見えるのだが、本来はそうではない。「衛星群」という意味の一般名詞である。極超音速飛翔体の探知・追尾は、単独の衛星ではなく衛星群でなければ対応できないという話だ。 なお、弾道ミサイルと同様に赤外線センサーを使用する方法では「そこに飛翔体がいる」ことは分かっても、精確な飛翔経路を把握するには精度が不足すると思われる。交戦に際しては、地上あるいは艦上のレーダーによる捕捉・追尾が不可欠だろう。 レイテンシという課題 衛星群を構成する衛星の軌道高度が低いと、衛星で得たデータを地上に直接伝達しようとしてもカバーできる範囲が狭く、その範囲内に地上局がいるとは限らない、という問題につながる。だから、衛星群を構成する衛星同士を衛星間リンクでつなぐとか、もっと軌道高度が高いところにデータ中継衛星を置くとかいう手が必要になってくる。 しかも極超音速飛翔体は飛翔速度が速いから、データを送る際のレイテンシを可能な限り詰めなければならない。衛星に搭載するセンサーの開発だけでなく、レイテンシが短い情報伝達も課題になると思われる。 高速かつ大容量の通信というと連想するのは、光通信だ。大気圏内だと余計な邪魔が入りやすいが、宇宙空間であれば衛星間光リンクという話が出てきてもおかしくはない。実際、以前に米軍が計画したバックボーン向けの軍用通信衛星計画でTSAT(Transformational Satellite Communications System)があったが、これも衛星間光リンクを使用する構想だった。TSAT計画自体は、コスト高のせいで頓挫したが。 著者プロフィール 井上孝司 鉄道・航空といった各種交通機関や軍事分野で、技術分野を中心とする著述活動を展開中のテクニカルライター。 マイクロソフト株式会社を経て1999年春に独立。『戦うコンピュータ(V)3』(潮書房光人社)のように情報通信技術を切口にする展開に加えて、さまざまな分野の記事を手掛ける。マイナビニュースに加えて『軍事研究』『丸』『Jwings』『航空ファン』『世界の艦船』『新幹線EX』などにも寄稿している。
