以下は、私なりの意見です。

少子高齢化対策と年金問題の解決策を書いております。
電子政府化で一番優れているアゼルバイジャン政府、
二番目に優れているエストニア政府、などを参考に、
その１、昔、書類をお役所に申請するとたらいまわしにされたのを改善したオンライン申請システムの導入は重要です。
その２、マイナンバーカードをコンビニにもっていきパスワードを入力すると住民票が印刷できますが、これを将来は発展させて、電子印鑑、電子サイン、オンライン電子書類閲覧回覧システムを発展させて、必要書類はネットのサーバーへのアクセス権を付与するだけにするべきです。
上記その１とその２を発展させ電子政府化を進めると市区町村と都道府県庁もコンビニや自宅でパソコンやタブレットやスマホやブラウザ搭載のゲームマシンやブラウザ搭載のTVとインターネット環境があれば役所の代わりになり、市区町村役場、都道府県庁舎制度全廃などして全公務員を１/10くらいまでに削減が十分可能です。
お役所仕事の無駄を省き、ITやAIで効率化、自動化、ペーパーレス、オンライン申請システム、電子印鑑、電子サイン、電子書類閲覧、回覧システムを公務員のみならす、民間企業やサービスなどでも普及させて、
公務員、官僚、国家公務員、国会議員などを1/4にまで削減可能で、削減した予算を少子高齢化や個人農家や食料や日本酒などの飲料や自動車の貿易輸出入サポート、ホームティーチャーやリモートワークのサポート、低所得層救済や地域医療や低所得層や高齢者の医療費負担問題、地震、津波、落雷、震災、公害、天災、土砂災害、浸水被害、台風などの被害の一般市民や企業の建築物や所有物への人災、一般事業やサービス事業、物損などの損害へ助成金や補助金をいざと言う時に払えるように日頃から一般市民や企業への保険金費用を政府から助成金を払えるようにするか、保険にしっかり加入すれば税制を優遇するなどの措置をとるべきです。なお、電柱や高圧電線を地下に埋める事や、一般電車を高架して懸垂式モノレールにする事（電車と自動車の事故や人身事故防止や渋滞防止や浸水被害防止）などの為の助成金も出す措置を検討するべきだと思います。
モノレールのWikipedia内の懸垂式モノレール内に、積雪にも強いと書いてありますので、
新潟、青森、北海道にも向いていると思います。
事情は分かりませんが、赤字で路線廃止の場合、高架して懸垂式モノレールにする予算がない場合に、無人の自動運転のバスが必要になって来ており、タイヤは、パンクしにくいものが重要だと思われます。雨雪霧でも自動運転出来る研究も重要で、これらの事業にも助成金が必要だと思います。
